Saudi Arabia Now Offers 15% VAT Refund for Tourists – Here’s How to Claim It
Tourists visiting Saudi Arabia can now get a refund on the 15% Value Added Tax (VAT) paid on eligible purchases and services. The Zakat, Tax and Customs Authority (ZATCA) has recently updated the VAT regulations to make the refund process easier and more accessible. The new system came into effect on April 18, 2025, and aims to enhance the shopping experience for international visitors.
Who Is Eligible for the VAT Refund?
- Tourists who are non-residents of Saudi Arabia or any GCC country (until the Electronic Service Law comes into effect) can apply.
- Eligible purchases must range between SAR 150 and SAR 10,000.
Where to Shop for VAT Refund?
- Tourists must shop only at ZATCA-authorized retailers.
- These stores will clearly display signs such as “Tax-Free Shopping” or “Tax-Free Shopping Available”.
- Many help desks in major malls also assist with identifying authorized stores.
- When a purchase is made, the retailer will upload the tourist’s passport information to ZATCA’s system.

- 400+ authorized retailers in Riyadh
- 300+ in Jeddah
- 200+ in Dammam
- Note: Small or local shops usually do not participate in this program, so confirm before making any purchases.
Important Conditions
- Tourists must keep the original invoice for every eligible purchase.
- Items must not be used inside Saudi Arabia and should remain in unused condition at the time of departure.
- Goods must be in the tourist’s personal possession upon exit from the Kingdom.
- Departure must be within 90 days of the purchase date.
How to Claim the VAT Refund
Option 1: At the Airport
- Head to the ZATCA VAT Refund Counter.
- Present:
- Original Invoice(s)
- Passport
- Boarding Pass
- Cash refunds are available up to SAR 1,000.
- Refunds are issued instantly if approved.
Option 2: Online via ZATCA Website
- For refund amounts above SAR 1,000:
- Visit the ZATCA website
- Access the Electronic Services section
- Submit a VAT refund request
- Approved refunds will be credited to your bank account or credit card
